Lombard Street is a short street in North Billerica between Boston Road and the Concord River, running about 480 feet west from Pershing Street to the corner of Stoney Drive. It is registered land. In 1917 the Suburban Land Company of Boston, the house-lot company that had bought the Noyes farm at Nuttings Lake in 1914, acquired the tract between Boston Road and the river that Clarence Emond had registered in the Land Court in 1910, and had it laid out in small lots by Clarence E. Carter, civil engineer. His "Subdivision of land shown on plan filed with Cert. of Title No. 185, North Registry District of Middlesex County, Land in Billerica," dated September 1917, was filed in the Land Registration Office on September 20, 1923 and registered on October 10, 1923 as Land Court Plan 3024-G. On its three sheets Lombard Street runs diagonally from Pershing Street, near the end of Center Street, to Riverview Street along the river, with Hadley Street, Phiney Street and Center Street toward Boston Road and lots of 25 by 100 feet. Lots at the Boston Road end were later sold "with the right of way over Lombard Street to the river." The plan does not explain the name Lombard, and no record of its origin has been found.
Building came late; the oldest house on the street in recent years, at 1 Lombard Street, was dated 1940 by the assessors and was replaced in 2021. An 8 inch water main was laid "on Lombard Road from Pershing Street to Riverview Street and along Riverview Street" in 1969, and the town graded the street in 1972 and again several times in the 1970s. An article of 1977 to accept Lombard Street with Pershing and Riverview Streets and others was lost when it was found that "no maps are on file with the Town Clerk." At the session of April 27, 1978 the annual town meeting accepted the laying out of Lombard Street "from Pershing St. to Riverview St.," 40 feet wide and 480 feet long, together with Riverview Street and Pershing Street. In 1988 Riverview Street, the "1st right off Lombard Street," was renamed Stoney Drive to end a duplication of names. Lombard Street was repaved in 2019. It is not among the roads of the 1831 town map accepted by the town in 2016.
